In order to provide effective and comprehensive support for the users of the PE Link Service, the SCHSA established the Personal Emergency Link Volunteer Network in early 1997. Composed of volunteers, the network helps those in need to relieve their emotional problem and solve other problems in their daily life through non-emergency services, such as home visits, resources donations, companion services for hospital or clinic visits, caring phone calls, etc.

The PE Link Volunteer Network consists of the following teams of volunteers:
 
- Elder Ring Hotline Service
- Friends of the Institutionalized Elderly
- Hospital Visiting Task Force
  When elderly persons suffer from illness and are alone in a cold hospital ward, their need for the care and support of volunteers becomes greater than ever. Before the outbreak of SARS, our volunteers often went to the hospital to visit those who had been admitted through the PE Link Service. Now we have changed to visiting them at home after their discharge to follow-up their situation.
