Origin
Considering that the existing EAS Special Allowance mechanism cannot meet the needs of every person who has financial difficulties, the SCHSA established a Charitable Fund through a series of fund-raising activities and by seeking sponsorship from other organisations, in order to enable more people who are in need but not eligible for subsidies to receive care and attention immediately.
Principles of granting the fund
Applicants should meet all the criteria below:
- Not eligible for EAS Special Allowance provided by relevant departments such as the Social Welfare Department, the Housing Department and the Housing Society, etc., for the PE Link Service; and
- 60 or above or with a physical disability or chronic illness; and
- Living alone, or with insufficient support from co-habitants; and
- Not maintained by family members or relatives; and
- Cannot afford the PE Link Service fee due to financial difficulties; or
- Applicants who do not meet the above criteria may also apply based on their individual situation. Each application will be considered on a case-by-case basis.
Typical recipients of the Fund
- CSSA recipient, aged under 60, living alone, disabled.
- CSSA recipient, aged 65, living with a 40-year-old son who has a mental illness.
- Public housing resident, living alone, about 60 to 64 years old, all eligibility criteria for the Housing Department subsidy met except for sufficient medical proof, thus not subsidised by the Housing Department.
- Public housing resident, living alone; though children are still registered in the household, they left long ago.
- Living in a village house and living on Old Age Allowance and average savings with no maintenance from children.
- Elderly persons who are not living alone and receive no subsidy from the Social Welfare Department or the Hosing Department (because the other elderly person has received the relevant subsidies already).
- Applicants who receive no subsidy from the Social Welfare Department, the Hosing Department or the Housing Society for buying PE Link accessories such as the flashing indicator light.
